Job Description

HR Compliance Manager

A well reputable construction company operating across Ireland and multiple European markets is seeking an experienced HR Compliance Manager to oversee workforce compliance across its international projects.

This is a key role within the business, with responsibility for ensuring employees, subcontractors and external labour providers meet the relevant legal, employment and project requirements before commencing work on site.

The role would suit someone with a strong compliance background and direct experience in the construction industry, particularly in managing cross-border workforce requirements.

Key Responsibilities

  • Oversee workforce compliance across European operations, ensuring employees, posted workers and subcontractors meet all relevant legal and project requirements before mobilisation.
  • Manage employment compliance requirements across multiple jurisdictions, including worker registrations, cross-border assignments, payroll and social security obligations.
  • Lead subcontractor onboarding and compliance checks, working closely with Commercial, Procurement, HR and project teams.
  • Maintain compliance records, risk registers and reporting processes, ensuring documentation is audit-ready and issues are resolved promptly.
  • Coordinate compliance audits, inspections and regulatory requests, tracking corrective actions through to completion.
  • Advise senior management and operational teams on compliance risks, escalating significant legal, financial or operational concerns where required.
  • Develop and improve compliance procedures, providing guidance to site and project teams and supporting the business as it expands into new European markets.

What We’re Looking For

  • 10 years’ experience in HR, with a minimum of 2 years’ experience in the construction sector
  • Understanding of European employment registration requirements and the rules governing workers and cross-border assignment
  • Knowledge of payroll, right-to-work, social security obligations and country-specific employment legislation
  • Experience with Collective Bargaining Agreements (CBAs) and understanding their application

Experience in legal, tax or risk management would be a distinct advantage.

The Opportunity

This position offers the opportunity to take ownership of workforce compliance within an international construction environment, working closely with senior stakeholders and project teams across multiple markets.

The successful candidate will play an important role in protecting the business, supporting the safe and compliant mobilisation of personnel, and strengthening compliance processes as international operations continue to develop.
